More than 1,500 local, public, private, nonprofit, and faith-based domestic violence programs rely on FVPSA-funding to keep their doors open to more than 1.3 million victims seeking safety each year.

Urge Congress to Support Survivors in Upcoming Vote

Subject: Vote YES on the Bipartisan Family Violence Prevention and Services Improvement Act (H.R. 2119) and oppose harmful amendments.

Message:

Dear Representative, I stand with the National Network to End Domestic Violence (NNEDV) in urging you to Vote YES on the bipartisan Family Violence Prevention and Services Improvement Act (FVPSA Improvement), H.R. 2119 and NO on amendments #6 and #12. The FVPSA Improvement bill will re-authorize core support for domestic violence programs and enhance comprehensive responses to domestic violence. FVPSA is the only federal funding source dedicated to domestic violence shelters and programs. FVPSA expired in 2015, and while support continues, it must be reauthorized with critical enhancements to meet survivors’ evolving needs. More than 1,500 local domestic violence programs rely on FVPSA-funding to keep their doors open for more than 1.3 million victims seeking safety each year. NNEDV’s 15th Annual Domestic Violence Counts Report revealed that on a single day in 2020, 76,525 domestic violence victims and their children received essential services. On that same day, 11,047 requests for services went unmet because of a lack of resources. There is an urgent need to increase survivors’ access to vital programs and to address current unmet needs. H.R. 2119 bolsters and invests in lifesaving core victim services and shelters, creates increased access for Tribes and culturally specific programs, and meaningfully invests in prevention. However, amendments have been proposed that pose significant concerns for service providers and the overdue improvements included in H.R. 2119. I urge you to vote NO on the following amendments: Foxx – #6 – “Reinstates the match requirement.” Match requirements are an administrative burden, forcing cash-strapped domestic violence programs to find and allocate unrestricted funds to “match” the federal funds. Match requirements disproportionally impact rural, culturally specific, and under-resourced organizations that have limited access to unrestricted funds. They also force non-profit organizations to complete onerous paperwork and administrative tasks, taking time away from providing essential services. Letlow – #12 – “SUBSTITUTE: Reauthorizes the Family Violence Prevention and Services Act at $270 million, includes additional program accountability and reporting measures, and prohibits the use of funding for abortion services or referrals.” This amendment would eliminate all provisions to modernize FVPSA and fill critical gaps. The additional oversight measures are unnecessary and duplicative of existing practices. The prohibition on abortion services is unnecessary because nothing in FVPSA law or in the proposed bill is related to abortion services. Congress must continue to ensure that when survivors take the courageous step to reach out for support, lifesaving services are funded and there to support them and their children. I urge you to vote YES on H.R. 2119, the Family Violence Prevention and Services Improvement Act and NO on amendments #6 and #12.
