The updated House-passed HEROES Act (H.R. 8406) provides investment in the Family Violence Prevention and Services Act (FVPSA) and the Violence Against Women Act (VAWA), includes a critical fix to the Victims of Crime Act (VOCA) to maintain funding for victim services, and addresses the needs of non-citizen immigrant victims.

Survivors continue to face increased domestic violence as well as the severe impacts of the pandemic. Advocates on the frontlines need additional resources to ensure the safety of survivors and their staff.

Dear Senator: I stand with the National Network to End Domestic Violence in urging you to not abandon coronavirus (COVID-19) relief efforts and to support all domestic and sexual violence survivors in the next COVID-19 package. Survivors in your community continue to face increased domestic violence as well as the severe impacts of the pandemic. Advocates on the frontlines need additional resources to ensure the safety of survivors and their staff. I urge Congress to act now to pass a COVID-19 relief package that addresses the housing, economic, and physical and mental health needs of survivors of domestic and sexual violence and the advocates that serve them. The updated House-passed HEROES Act (H.R. 8406) provides investment in the Family Violence Prevention and Services Act (FVPSA) and the Violence Against Women Act (VAWA), includes a critical fix to the Victims of Crime Act (VOCA) to maintain funding for victim services, and addresses the needs of non-citizen immigrant victims. Victims of domestic and sexual violence urgently need help to escape violence and rebuild their lives. Systemic racism has caused the disproportionate impact of COVID-19 on Black communities and Communities of Color, and additional barriers to safety and justice. The updated House HEROES Act includes the following that must be included in a final COVID-19 relief package: - Increases funding for FVPSA by $100 million; - Amends the Victims of Crime Act (VOCA) to increase deposits into the Crime Victims Fund and waive matching fund requirements for VOCA grantees; - Increases Violence Against Women Act (VAWA) funding: $100 million for the Sexual Assault Services Program; $40 million for the Transitional Housing Program; $100 million for victim assistance under the STOP Formula Grants Program; $50 million for Tribal programs; $25 million for Culturally Specific Services; $25 million for Outreach to Underserved Communities; $20 million for Rural; and $15 million for Families in the Justice System - Ensures non-citizen immigrant survivors have access to health, safety, and economic stability by expanding benefits to include all survivors regardless of status; and - Provides survivors additional economic and rent supports, including access to unemployment insurance and paid leave. Please stand by those who need this help now more than ever. Thank you for addressing survivors' needs during this crisis.
